The outside of the coat should be smooth. When the cloth is basted to the canvas, it's important to keep smoothing down the wool, which sometimes requires a little force. My guess is that you pulled the thread for the outside basting stitches too tight.
Did you shrink the lapel after attaching the bridle? I'm an amateur so this may not be the issue...
On another note, it looks like you haven't opened the shoulder of the canvas and (machine-) padded where the collarbone is – unless I just can't see it in the picture! Have you left this out for a reason?
I did not shrink anything, and I have not opened the shoulder because I am happy with how the pattern fits me and also I am not sure how I would have to adjust the pattern for it (I did not draft my pattern). I dont think that would be an issue though. The last jacket I made was perfectly fine but I did not draw the lining OUT at the break line, I misunderstood the video and instead I drew it in lol
@GeneJung others may correct me here but I'd have thought leaving that area unpadded may lead to the layers coming apart during wear – you don't need to adjust the pattern if you follow the steps in the video, as the canvas is trimmed afterwards based on the cloth. I'd have thought at least padding it as normal would be a better idea than leaving it unattached.
You should shrink the lapel after attaching the bridle (I think Rory does this at the end of the last canvassing video). If you've drawn in the lapel too much then it won't shrink down and you'll get pleats. It's possible (I guess) that 3/8" is too much for the cloth you've used.
Very happy for others to correct me as this is only based on what I've learnt from watching the videos myself [and I may have misunderstood them]!
Try shrinking using a block and iron as shown in the videos
I dont think its getting flatter than this, I think it has to do with the flannel cover cloth, I gave an inch of fullness but maybe that was too much
