I bent the underside below the fork to 3/4" at the hem. It seems to have had a good effect.
There is still some dragging on the RHS though. Any ideas?

Are you sure its not the bulk of the back pocket putting tension on the fabric??
It looks to be bunched up and the lines of the pulls are pointing in that direction.
There's a particular way of cutting the trouser leg for the duck foot. It's not the same as the straight leg draft. This is most likely the issue you are experiencing.
Pass some of the cloth up. Deepen the ball of the seat 1/2" on the double. I mean, they look pretty good.

Could one leg be more duck footed than the other? Is this common?
